  27. other people hold.  But I am under a restraining order :-) not to

  37. The issue of whether the "urn:" prefix should be optional or required
  38. is still open.  Since this issue relates directly to whether URNs can
  39. or should be distinguished from URLs, I'm open to having it discussed
